Abstract – The handling of victims of violence especially acts of terrorism is important to be highlighted more comprehensively. If not handled properly, this will potentially lead to the emergence of new conflicts in the future. This becomes crucial because in fact the handling of victims of terrorism by the government has not been carried out optimally. Therefore, to help fulfill this role, community participation at the grassroots level is needed. The purpose of this study was to determine the role of the Civil Society Against Violent Extremism and Peace Generation Institutions in Preventing Potential Conflicts Due to Terrorism Actions (Case Study in 2000-2004). This research uses a qualitative method with a case study approach. Findings in this study include; (1) the less optimal handling of victims from the government has the potential for the emergence of acts of revenge by victims of acts of terrorism so that they have the potential to become perpetrators of conflict; (2) Civil Society Against Violent Extremism and Peace Generation can actively help fill the government’s less than the optimal role in handling and recovering victims of terrorism. This research has implications for efforts to prevent potential conflicts and is a first step in bringing about positive peace. Novelty in this study, researchers explain the process of transformation of victims, including describing indicators of victims, survivors, and leaders who are the stages in the transformation of victims of conflict.
